Under the direction of the Risk Manager and Chief Security and Risk Officer, the Business Continuity Specialist role will plan activities, and maintaining assurance over the organization's Business Continuity Program. This would include business continuity planning (BCP), oversight of business impact analysis (BIA), crisis management response (CMR), and collaboration with the Information Technology (IT) department regarding Disaster Recovery. A high degree of interaction and cooperation will be required with both casino and Tribal departments. The Business Continuity Specialist will ensure that Continuity of Operations Plans (COOP) are prepared, updated, and tested as necessary to ensure resiliency. This individual will conduct recovery training exercises for employees and Tribal citizens as necessary; act as liaison to other departments; assist in the management of major disaster response and recovery operations; work closely in collaboration with representatives of the San Manuel Fire Department and Department of Public Safety; and perform other related duties as required.
Business Continuity Management (BCM) provides a broad range of assessment; design and implementation services that help the organization identify and respond to risks that can disrupt operations. Services include: performing BIA's and operational risk assessments, developing recovery strategies, developing business continuity plans, designing continuity management governance functions, developing business continuity policies and procedures, creating crisis management programs, and testing business continuity and crisis management plans. |
Job Responsibilities: |
- Responsible for strategic planning, designing, developing and maintaining overall data collection and for an effective Business Continuity program.
- The Business Continuity Specialist's primary duties will be the revision, update and periodic testing of the Tribal COOP and other BCP plans using industry best practices.
- Provide remote or on-site support when a business disruption occurs, including liaising with the Emergency Operations Center (EOC) and Crisis Management Team (CMT).
- Responsible for managing programs to ensure the communication, effective recovery and continued operation of critical Tribal government and business func¬tions in the event of a disaster or major incident.
- He/she will perform operational risk assessments, conduct BIA, ensure that appropriate recovery strategies and plans are developed, test these plans and facilitate the integration of all departments into an overall Tribal BCP program and incorporation of key executive stakeholders.
- Assists Critical Business Functions and Essential Governmental Services with developing robust COOP Plans, identifying Recovery Time Objectives and Recovery Point Objectives.
- Mitigating potential points of failure in critical operational processes, and in developing alternative methods to maintain operations when critical failures occur (e.g. infrastructure, policy & procedure, technology, workforce disruptions, key vendors disruptions, and physical facilities).
- Works closely with IT department staff to address IT Disaster Recovery to test and establish Recovery Time Actual, and other considerations critical to meet COOP requirements.
- Leads business continuity and crisis management testing activities that validate the business continuity, crisis management, and disaster recovery plans.
- Creates detail and summary departmental business continuity plans that are validated and updated through plan testing activities, including the development of a governance program designed to keep the plans current and relevant.
- Develops recovery strategies for critical business functions, including the following: creating an overall summary of recovery strategy options, identifying alternative risk mitigation and recovery strategies based on management's conclusions from the BIA, facilitating recovery strategy workshop sessions, assessing current business recovery capabilities, and recommending enhancements to operations and infrastructure to strengthen recovery capabilities.
- Identifies and assesses enterprise risks as part of BCM activities.
- Reviews disaster plans and their alignment with an organization's business continuity requirements.
- Plans for potential threats to continuity of business and operations considering a broad spectrum of potential risks (including, but not limited to: workforce disruptions, pandemic, labor disputes, interruption of services by key vendors, technological threats/risks, natural disasters, human-caused disruptions, infrastructure failures, physical facility outages, and power and utility outages.
- Assists in coordinating, communicating and managing the resources and personnel necessary during a major disaster or event.
- Acts as a resource to other tribal, casino, and other San Manuel departments in development of specific continuity and resiliency measures and practices as necessary.
- Works non-traditional business hours as needed during emergencies and may be assigned to an Emergency Operations Center or to an Incident or Disaster management function.
- Additional duties as assigned.

Job Requirements: |
- Business Continuity Certification (i.e. DRII- Certification, BCM Institute Certification, National Institute for Business Continuity Management Certification) or Bachelor's degree in Business Continuity Management, or a closely related field preferred but not required.
- Experience as a Business Continuity professional that has successfully implemented a program.
- Minimum one (3) year supervisory experience.
- At least 21 years of age.
- Available for "on-call" response after-hours for significant incidents.
- Demonstrates extensive knowledge of risk and business continuity management.
- Applies common and consistent terminology as used in NIMS or other emergency systems, including the establishment of plain language (clear text) communications standards.
- Demonstrates extensive understanding of disaster recovery plan concepts and practices.
- Must demonstrate the ability to make presentations, conduct training, and prepare reports for senior-level executives.
- Experience in conducting instruction and teambuilding to cultivate personnel skill sets specifically related to BCM, BCP and/or COOP preferred.
Certificates/Licenses/Registrations- Incident Command System Certification (100), IS700 (NIMS) & IS800 (National Response Framework) Certification. If not already certified, obtain/complete within an appropriate amount of time after being hired.
- At the discretion of the San Manuel Tribal Gaming Commission you may be required to obtain and maintain a gaming license.
- A qualified candidate/employee must have a valid driver's license with an acceptable driving record as determined by the company's insurance carrier.
- Qualification as instructor and/or instructor-trainer for courses directly related to Business Continuity or Disaster Response preferred.
- Someone who has completed [some level of] FEMA Emergency Management Institute course work.
- E580 & E581 course completion highly desired.
